The plan should be based on the felt needs of the school. Thus different schools will have different plans according to their needs. The needs of the school should be identified by teachers, students and their parents.
An institutional plan is not a one-man job. It is a cooperative venture of all those concerned with education. Thus, the supervising staff, the headmaster of the institution, the teachers, the students and the members of the community should cooperate for the success of the plan.
Democratic procedure should be followed at all stages of the plan. All the persons connected with it should discuss all matters thoroughly.
