Wow, the weaknesses are significant and, from what is written here, it is surprising the organisations functions at all.
You don’t say how the SWOT was produced, and on what data were the observations made. I assume the consultant talked to various people, so opinions were collected and collated. Or did the consultant do more?
You note the need to complement the SWOT with other tools, but you are not operating in a competitive industry so five forces isn’t really helpful. And PESTLE? Maybe there are some forces out there that you need to pay attention, especially trends in donor giving and the political issues of Georgia. So what other tools to use? What other data to collect?
