You are the local Emergency Management Director and your coastal community is 72 hours away from being hit by a Category 2 Hurricane. Your focus will be primarily directed to address the preparation, response and recovery of your community.
Please be certain to include evacuation strategies and the impact of psychological and sociological aspects, before, during and after the disaster. It is also recommended to conduct some research from other hurricanes that have impacted other communities, including but not limited to; preparedness, response, recovery, and lessons learned. This plan should describe the steps that an emergency manager must take to ensure the town, city, is well prepared.
- The plan should have Introduction.
- The evacuation strategies.
- There should be a 72, 48, & 24-hour phase of your plan.
- Provide timeline of the incident and response.
- What each Emergency Support Function “ESF” listed below going to do.
- How the ESF will assists in the incident.
- How the ESF are prepared to face the incident.
- The ESF that should be included are:
- ESF #1: Transportation.
- ESF #2: Communications.
- ESF #3: Public Works and Engineering.
- ESF #4: Firefighting.
- ESF #5: Emergency Management.
- ESF #6: Mass Care, Emergency Assistance, Housing, and Human Services.
- ESF #8: Public Health and Medical Services.
- ESF #12: Energy.
- ESF #13: Public Safety and Security.

Divide the plan into Three phases.
72 hours before the hurricane hits. 48 hours before the hurricane hits. 24 hours before than hurricane hits.

ESF 1 Transportation:
Will be responsible for evacuation routes.
Provide buses.
ESF 2 Communications:
Make sure communications devices ae ready.
Prepare for press conference.
Warning systems.
Warning the residence.
ESF 4 Firefighting:
Evacuate people.
Respond to the incident.
ESF 6:
Make sure shelters are ready.
Provide food.
ESF 8: Public Health and Medical Services.
Helping in the shelter.
Mental health and social services.
ESF 12 Energy:
Make sure they got power.
Make sure they have generator.
