LSF, my company, has its HR assisting with interveiwing the new recruits, in which various aspects of the role and employment terms are laid out to the new recruit and HR formally writes to the recruit with the job offer.
This would suggest that HR takes a leading role in the appointment of the new member of staff and in our company they assist the head of department responsible for recruiting the member of staff.
I would agree that a people strategy would contribute toward the overall strategic aims of the business and this assignment should support this case.
