1. The Department of Homeland Security (DHS) was formed in November of 2002. This brought many federal agencies together under one controlling authority. This enabled the agencies to work together and increased communication between all of the entities in ways not seen before the terrorist attack of 9/11.

   Prior to the formation of DHS, what issues were identified as problematic? How was the DHS able to get the various emergency services to work together?
