Your state’s prison population has risen dramatically since the early 1990s, with much of the growth being attributable to changes in criminal justice policy during the previous three decades. As a result, your state is now experiencing a rapid rise in per capita cost of incarceration, making it very expensive to operate and maintain the prison system; increasingly crowded conditions (which can negatively affect inmate misconduct) have resulted, and there has been an increase in the inmate-to-staff ratio (increasing from 4.1to 5.2 inmates per staff member in the past few years). Furthermore, crowding takes a toll on the prison system’s infrastructure, further exacerbating maintenance costs. Your governor has chosen to consider a variety of policy options to address the issues resulting from this growth. Consider what types of data and program information you would need if asked to investigate the following policy options, as well as how you might measure any outcomes. Where possible, determine which, if any, policy options you would endorse, and why or why not.
