The original brief ask you to formulate an argument in one page, which means summarising the research findings by theme and state a conclusion. The revised brief ask you to write business the proposal in full i.e 2000 words .This is the same as the original but requires you to write a persuasive business proposal including a cost benefit analysis which is easier with the expanded word limit.
